Is it possible to get a visa earlier than 3 months before arrival in a country?

We plan to arrive in Vietnam around May 2010 however we will be on the road before we are able to apply within the recommended 3 months, because we set of in February.
I have contacted the consulate but they have not been much help.

We will be in China before arrival in Vietnam. So does anyone out there have experience of getting the Vietnamese Visa in China?

What is a VPN?
